Visa and MasterCard look for the partner to organize processing of operations in Russia

The international payment systems should organize processing in Russia, but to build the optional. Visa and MasterCard look for the partner to organize processing of operations within the country. While any of them technically is not ready to it.

The International Payment Systems (IPS) look for options for processing of in-Russian transactions in the territory of Russia, the banker and the employee of the Russian payment system participating in meetings of the working group at the Central Bank and the person close to the regulator told "Sheets".

At the end of May after a meeting with the first Deputy Prime Minister Igor Shuvalov and the Minister of Finance Anton Siluanov of the general director of Visa and MasterCard in Russia Andrew Torre and Ilya Ryaby reported that systems are ready to work in Russia. Then Siluanov and Shuvalov reported that systems agree to transfer processing of in-Russian operations to Russia. Visa and MasterCard expressed desire to create the Russian operator of payment system, on what about 1,5 years will be required, Siluanov following the results of negotiations with representatives of Ministry of Railways spoke. "They addressed to the government with the offer within half a year to provide the building relations mode with the Russian payment systems during even year and a half to create the Russian company", – he told.

Now Ministries of Railways conduct negotiations with the Russian payment systems and the processing companies, interlocutors of "Sheets" speak. Both systems incline to that to them or is unprofitable to organize own processing in the country, or it contradicts an established order and is difficult feasible: Visa uses the global processing centers, and at MasterCard  it is arranged by the "sectional" principle and it is simpler to it to organize own processing center, but of the company are not sure that time will suffice them, the banker and the employee of the Russian payment system participating in meetings speak. But both systems study opportunity to use partner processing, the first interlocutor adds.

Both systems held meetings with the Russian systems and the companies to understand, whether it is possible to integrate technologically them into the system of processing of payments, the employee of one of the processing centers, while understanding as to make it technically, no speaks. At first it is necessary to understand how it is possible to cooperate technically, then to think of partnership with the concrete companies, the employee of the processing company under control to the State Bank explains.

Ministry of Railways is not present sense to create here the operational centers, MasterCard cooperates long ago with Sberbank, it is their clearing bank, Visa – with VTB, it is simpler to them to agree about joint activity, than to start from scratch, the employee of other large Russian payment system believes. The participant of the working group, knows that "The universal electronic card" prepared (UEK) offers for a meeting ("Sheets" studied them), according to which it would process all local transactions of Ministry of Railways. According to him, applies for it and "A gold crown", and "Multikart", under control to "VTB 24". The source in "A gold crown" confirmed the fact of such meetings. The representative of Visa does not make comments on it, as well as the representative of MasterCard. Representatives of UEK, "Multikarta" and "A gold crown" refused comments.

Not to be spent for creation of operational and payment clearing centers, the Central Bank, according to his employee, recommended to use the centers of future National System of Payment Cards (NSPC).

Elvira Nabyullina, chairman of Bank of Russia: "We discussed a subject of a security contribution with the international payment systems, the final decision is not made yet. I consider that we can find option at which they remain in the Russian market at understanding that the system which insures our citizens against the unfriendly decisions made in other jurisdictions" is created.
