The ownerless sewerage brings billions

The Moscow authorities issued about 1 300 of 40 000 objects of infrastructure of communication constructed for the last 20 years at the expense of the city budget in property


Communications operators gain income from use of the cable sewerage constructed at the expense of Moscow, but a draw does not pay for it, because the majority of objects.

The Moscow authorities issued only about 1300 of 40 000 objects of infrastructure of communication constructed for the last 20 years at the expense of the city budget in property, – mainly it is the cable sewerage via which communication is brought in houses. It follows from materials of the government of Moscow which "Sheets" examined and which authenticity confirmed the person close to the city hall, and the person close to the company of the communication cooperating with the government of Moscow.

The such became possible because of imperfection of the standard and legal base operating in Moscow, and also thanks to MGTS and "Mostelekom" (since 2013 belongs to "Rostelecom"), which actually assigned to itself functions of the state operating enterprises, is told in the document. MGTS and "Rostelecom", accepting from the construction organizations the sewerage in temporary operation, receive also technical documentation on it, the employee of structure of the Moscow government and people close to the operator working with the city hall explain. Without this documentation the Moscow authorities simply do not know about existence of object and cannot register the right for it, explains one of them. And operators do not register these rights for themselves as in 2000 the government of Moscow decided to transfer the cable networks brought via the sewerage to buildings which are under construction with attraction of financial resources of the municipal budget to fixed assets of the city.

Also it turns out that the sewerage suitable to recently built houses, is years in temporary operation, and the operators using it provide access to it to other companies for a payment, one of interlocutors of "Sheets" tells. According to him, it is made out by contracts for reservation and operation of a cable.

Structures of department of property of Moscow started revealing and registering unaccounted objects, follows from materials of the city hall. System work on inventory of the cable sewerage is begun in 2012, the representative of the state enterprise "Interindustry Technological Center" (KP MPTTs) authorized by the city to operate the objects of communication which are in property of Moscow tells.

Also the city regulatory base – according to the new regulations approved by the Moscow city hall at the end of 2013 improves, builders are obliged to put the sewerage in temporary operation of KP MPTTs, follows from materials of the city hall.

In 2009-2012 the department of city property of the Moscow city hall transferred KP MPTTs to management more than 8500 objects of communication.

"Akado a telecom" comes up against situations when operators provide or limit access to the sewerage, without having the rights for it, the representative of the company Denis Rychka confirms. When one of operators assigns to himself functions of the state operating organization moreover and offers to it paid access, it creates unreasonable preferences and limits the competition, he is indignant.

Rent of meter of the sewerage of MGTS costs more than 5 rub a month, and at "Rostelecom" the tariff reaches 10 rub, the general director of "Iskratelekom" Alkhas Mirzabekov tells. There is also a single payment for access to the sewerage conducting to the house: MGTS takes about 33 000 rub for delivery of specifications, it gives an example. It, in his opinion, interferes with the competition in the Moscow market of broadband access: "Why one operators are compelled to pay for access to communications, and others are not present?" Absence at the sewerage of owners not favourably to anybody, except operators monopolists, – to neither the city, nor other companies of communication, he is sure. The Moscow budget does not receive the due taxes, the rent, etc. does not get to it, Mirzabekov states. At the same time without normal lease contracts operators cannot resolve the conflicts to the companies at which took it in using, in a judicial proceeding, to consider expenses on use of communications at payment of taxes, he complains.

Claims of industry companies concern generally MGTS – it needs more resources for a telephony and the Internet, the employee of one of operators claims. The most part of the Moscow operators rented the sewerage at MGTS. The company estimated the extent of the sewer network in the middle of 2012 at 8700 km that makes about a half of the Moscow networks. In 2011 delivery it in rent brought MGTS about 10% of revenue, or more than 3 billion rubles.

The telephone sewerage is operated by MGTS on the property rights or on the basis of contracts with owners of the sewerage, including on the basis of contracts with KP MPTTs, the representative of MGTS Tatyana Martyanova assures.

"Mostelekom" historically renders service of a social cable television in Moscow, in fact, the company in interests of the city solves a social problem of equal access for Muscovites to information, the representative of "Rostelecom" Valery Kostarev states, to hand over the sewerage and other objects financed from the budget, city structures are owed by the construction organizations which built them, he is sure. Operators did not build the sewerage but only gave out specifications to provide possibility of connection of new buildings to communication networks, Kostarev speaks.
