Right after tough statements of the Deputy Prime Minister Dmitry Rogozin for possibility of shutdown of stations of monitoring of Navstar GPS system in the territory of Russia Roskosmos resumed negotiations with the USA on possibility of placement of the equipment GLONASS in the territory of the USA.

– Roskosmos prepared papers for Americans and already sent them to the Ministry of Foreign Affairs, – told "News" an informed circle in space agency. – In them it is noted that our countries already made big progress in the bilateral relations and it is necessary to develop this success for mutual partnership and in interests of society. There is an offer to continue consultations as soon as possible and to develop them on earlier planned way. We in quieter times agreed about division of the program into three stages: the first stage means data exchange from stations of monitoring in real time. The second stage – if does not suffice any data to someone, there is an option of expansion of opportunities: the equipment can be added by request of one of the parties that other party could obtain more data. The third stage is already installation on their territories of the GLONASS full-scale stations and similar steps from our party.

About possibility of placement of the stations of collecting measurements (SCM) of system of differential correction and monitoring (SDKM) in the territory of the USA started talking even in the fall of 2012: at the international conference on satellite navigation of ION GNSS 2012 in Nashville the Russian delegation discussed this subject with the American colleagues. Later in Roskosmos reported about a basic consent of Americans.

– To the USA the offer on placement of SSI was directed on their territories, – the head of department of technical policy and quality of Roskosmos Mikhail Haylov declared to "News" in February, 2013. – Essentially they do not object. Now consultations on the matter are held.

Shortly after information on intention to place infrastructure of GLONASS in the USA became public, cooperation such was opposed by representatives of the Pentagon and CIA. Against the general strain of relations with the USA negotiations on cooperation at the level of navigation systems stopped. But at the same time Americans continued to receive information necessary to them for GPS system from the stations located in Russia.

– This equipment was imported into Russia and established in the early nineties according to the intergovernmental agreement on economic and technical cooperation in which there is point on cooperation in observation seismology, – the director of Geophysical service Russian Academy of Sciences Alexey Malovichko explained to "News". – The equipment GPS is used by us for definition of slow movements of a surface of Earth. It is part of system from 11 seismic stations entering the international network of seismological monitoring. The infrastructure for installation of the equipment was provided by us. Data of measurements in real time arrive to our American partners. Americans to us thus compensate costs of a traffic.

According to the interlocutor in Roskosmos in spite of the fact that Americans obtain data for GPS from our country, Russians did not wait for reciprocal courtesy from their party, not to mention installation of the equipment. And then Dmitry Rogozin's statement which, according to in Roskosmos, had to become the catalyst for new negotiations preparation to which at once and began was heard.

According to Malovichko, his organization yet did not receive instructions on shutdown of GPS stations.

– If we receive them, we will not disconnect anything. Simply Americans will cease to receive information on measurements in real time, that's all, – he speaks.

Whether the deputy director of department of information and the press of the Ministry of Foreign Affairs Yury Metery could not specify the proposal of Roskosmos on resumption of the dialogue is submitted in U.S. State Department.

In initial plans of Roskosmos there was an opening during the period till 2020 about 50 SSI stations more than in 30 countries of the world, including five stations in the territory of the USA (Honolulu, island Guam, Denver, Los Angeles, Grinbelt) and on one station in territories of Germany, Canada, France, Japan.
