JSC Vympelcom submitted the pilot project "Clever Notification" based on application of the latest technologies on the basis of "Big Data"


JSC Vympelcom ("Beeline" Business) within the 7th International salon of means of ensuring of safety "Complex safety 2014" the pilot project "Clever Notification" based on application of the latest technologies on the basis of "Big Data" presented to attention of participants.

"The clever notification" is opportunity to send the SMS the notice of an emergency not only that to people who at the time of an emergency really are in its zone, but also to warn those who with in advance defined probability during in advance defined time intends to arrive to this zone. It is separately necessary to note that the geographical size of zone emergency and its form on a district map are determined by the operator of system, and parameters of algorithm of selection of subscribers for the prevention of undesirability of visit of the area where there was an emergency, will be coordinated and defined by requirements to system in advance (probability, time and so forth)

Unlike earlier created systems of "dot" SMS informing subscribers with application of the CellBroadcast technology, the decision the announced JSC Vympelcom with joint participation of all-union scientific research institute of GOChS allows to realize innovative intellectual approach to already habitual process of the notification of the population. This approach allows to trace number of the citizens who are already in zone emergency in dynamics to inform citizens not only by means of CellBroadcast, but also according to the SMS, is targetted to inform the persons going to a zone of disaster on danger, and also in the real mode of time to reveal negative consequences of an emergency in the form of mass congestions of citizens in areas where there can be a threat of life for the population, so have possibility of preventive influence on new emergencies.

High precision of information for the Ministry of Emergency Situations is reached at the expense of new techniques of collecting, processing and the analysis of data files, namely:

collecting alarm data of a network on subscriber devices with geo-coordinates;
the analysis of historical data with the help of the developed verified mathematical models;
formation of a geo-profile, definition of the main zones "inclinations" in the set time intervals and many other things.


Especially for the Ministry of Emergency Situations the new web interface possessing unique functional and allowing the staff of department is developed:

to define borders of sector of the analyzed zone;
automatically to reveal target subscribers;
to apply filtrations to the received selection and to direct the relevant information;
in due time to obtain data on an abnormal congestion of people (for example, fishermen on ice during winter fishing, etc.)


As a result, application of innovative approaches will allow to carry out much more effectively on the one hand the notification of citizens about an emergency, thereby reducing their negative consequences, and with another – to make preventive impact on emergence of new emergencies, difficult to overestimate advantage of that.
