The
Ministry of Telecom and Mass Communications of the Russian Federation develops
the concept of improvement of quality of cellular communication in the Russian
Federation
The Minister of Telecom and Mass Communications of the Russian
Federation Nikolay Nikiforov acted on the Governmental commission on communication which passed on
June 6, 2014 in the Government house
of the Russian Federation under the chairmanship of the Deputy Prime Minister
of the Russian Federation Arkady Dvorkovich with the assistance of
representatives of federal executive authorities and communications operators. During performance the minister told about
plans of the Ministry of
Telecom and Mass Communications for improvement of quality of cellular
communication in the Russian Federation.
Nikolay Nikiforov reminded that in 2013 the Ministry of Telecom and Mass
Communications of the Russian Federation together with the Government of Moscow
and operators developed a package of measures on improvement of quality of
services of mobile radiotelephone communication in the capital. During the
preliminary analysis the main
barriers on the way of harmonious development of services of cellular communication, among which were defined:
restriction of power of a signal of base stations 3G in the range of 2100 MHz for ensuring
electromagnetic compatibility with radio-electronic means of the Ministry of Defence of the Russian
Federation; fragmentirovannost of an available radio-frequency range; difficulties with access for
operators to municipal and
federal property for placement of base stations; complexity of procedures of
obtaining permissions, carrying out examinations and registration for input of base
stations in operation.
According to the head of the Ministry of Telecom and Mass
Communications, in this directions there is an active work. At the current
stage one of the main tasks – development and the approval of the uniform
concept of quality
management of communication in the Russian Federation and other levers of state
regulation which
absence does not allow to estimate objectively the level and quality of the rendered communication
services.
Nikolay Nikiforov reported that in 2013 the Ministry of Telecom and Mass
Communications carried out research work by results of which the ministry at
interaction with all interested
parties now develops the corresponding
draft of the concept. It is supposed that regulation of a communication quality
will be based on the
minimum state influence and market mechanisms – the subscriber will be able
independently to choose the operator, proceeding from the reliable information
provided to it about the cost and quality of the rendered services. For this
purpose development of rules of carrying out monitoring of quality of communication
services and the subsequent publication of results of its carrying out will be required.
The minister also emphasized that in 2013 the Government of Moscow
together with Roskomnadzor and communications operators in the territory of the
Northern administrative district of the capital the pilot project according to a condition of
communication was realized. Primary results showed that networks 2G of all
mobile network operators are developed sufficiently and more than 98% of the
district with the good level of a signal provide a covering. In zone networks
3G with the low level of a covering of a network were observed more often, thus
depending on the operator the covering made 87-90%.
The list from 99 objects of city property for prime placement of base
stations was as a result approved. After implementation of data of actions the
share of calls with poor quality of a speech transmission decreased by 25-30%,
the share of unsuccessful calls was reduced almost by two times, and also the
covering of networks 3G improved. "We consider that positive results of
the pilot project are the basis for carrying out similar actions in all
territory of the city of
Moscow", – Nikolay Nikiforov noted. For further implementation of the project
the technique of an assessment of quality of communication services in the
capital will be defined.
Participants of a meeting also noted need of simplification of access
for operators to infrastructure
of houses for installation of base stations, and also fixing at the
legislative level of the concept "communication quality".
During a meeting development prospects in Russia of institute so-called
"virtual operators" of mobile radiotelephone communication – the
operators who are rendering services of cellular communication, but not having
own base stations or other
means of communication which are a part of a network also were discussed. As the deputy minister Dmitry
Alkhazov reported, now the Ministry of Telecom and Mass Communications conducts
work on adoption of the departmental order establishing possibility of
receiving by the MVNO
operator of the licenses allowing to render telematic services and services in
providing Internet access, that is to render the full set of services similar
to services of mobile network operators. "Development of MVNO operators
does not demand more rigid regulation. It has to be based on market
mechanisms", – Dmitry Alkhazov added.
Within a meeting the decision to charge to Roskomnadzor to continue improvement and
development of the automated system of radio control of radiations of devices of civil appointment also was made.
