The
first meeting of Public council at the Ministry of Telecom and Mass
Communications of the Russian Federation took place
The
first meeting of Public council at the Ministry of Telecom and Mass
Communications of the Russian Federation took place in Moscow. At a meeting of
the consultative advisory body formed in April, 2014 the chairman and the
secretary were elected. Also members of council discussed the public purposes
and tasks of the ministry, inclusion of the new subprogramme in a state program
"Information society (2011-2020)" and other questions.
"It
is important that representatives of different spheres were a part of Public
council – media, communications, IT, educations and others. It turned out to be
consequence difficult, but democratic procedure of representation of
candidates. A task of council is ensuring public control over work of the
ministry. We expect to receive quickly reaction from branches to changes which
are prepared by the ministry", – the head of the Ministry of Telecom and
Mass Communications of the Russian Federation Nikolay Nikiforov told.
At
a meeting of Public council the chairman of consultative advisory body at the
Ministry of Telecom and Mass Communications Russia was elected. This post was
held by the dean of faculty of communications, media and design of "Higher
School of Economics" Andrey Bystritsky. Its candidate was offered by Advisory
council at the Government of the Russian Federation.
The
secretary of Public council elected the adviser of department of a state policy
in the field of mass media of the ministry Zulfia Abdullina.
The
head of the Ministry of Telecom and Mass Communications of the Russian
Federation Nikolay Nikiforov addressed Public council with the report on the
purposes and tasks facing the ministry.
Also
at a meeting of council the draft of the resolution of the Government of the
Russian Federation "About modification of a state program of the Russian
Federation "Information society (2011-2020)" was submitted. It
provides inclusion in a state program of the new subprogramme "Development
of branch of information technologies". Together with other state programs
of the Russian Federation this subprogramme will help to realize "Strategy
of development of branch of information technologies for 2014-2020 and on
prospect till 2025" in full.
According
to the deputy head of the Ministry of Telecom and Mass Communications of the
Russian Federation Mark Shmulevich, implementation of the offered subprogramme
including actions for development of IT education together with the profile
companies, to a reshaping of part of average special educational institutions
in IT colleges, support of researches and also on statistical providing branch,
will give additional opportunities for development of the Russian IT companies
and growth of branch.
The
public council made the decision to support offers of the ministry to make
changes to the Russian Federation state program "Information society
(2011-2020)", and also the changes offered the Ministry of Telecom and
Mass Communications of the Russian Federation in the Federal target program
"Development of TV and Radio Broadcasting in the Russian Federation for
2009-2015".
Serious
discussion on council was developed round functioning of Federal State Unitary
Enterprise Russian Post. Members of consultative advisory body spoke about need
of optimization of work of the enterprise, improvement of quality of the
rendered services and suggested to make the main subject of the following
meeting discussion of work of "Russian Post".
