Since 2016 federal authorities can lose the right to choose to themselves Internet service providers. The Ministry of Telecom and Mass Communications suggests to appoint for them uniform provider – state "Rostelecom".
Federal executive authorities have to use a uniform network (ESPD) for data transmission – such norm is put in the draft of the government resolution prepared the Ministry of Telecom and Mass Communications (the copy is at the disposal of "Sheets"). Two lists of federal departments are attached to the draft of the resolution. From them 39 (including the Ministry of Education, the Ministry of Agriculture, Ministry for Protection of the Environment and Natural Resources, Ministry of Labor, the Ministry of Telecom and Mass Communications, the Ministry of Economic Development, etc.) offer to connect to a uniform network of Internet access "in a priority order" – in 2015. Other 29 departments (Ministry of Health, Ministry of culture, the Ministry of Regional Development, etc.) will join it "in the general order" – in 2016.
In November, 2013 the government entered in structure of infrastructure of the electronic government a uniform network of data transmission for federal authorities. And the only contractor on development and operation of this infrastructure – "Rostelecom": The Ministry of Telecom and Mass Communications signed with it the relevant state contracts for 2,1 billion rubles until the end of 2014. It turns out that same "Rostelecom" has to serve ESPD. The draft of the resolution obliges the operator of this network to provide, in particular, to all departments communication channels and Internet access, and also to construct knots of access and to install the network equipment.
Will distribute the Ministry of Finance between departments of funds for connection to the Internet, the document says, and to sign the contract with the performer – ESPD provider – the Ministry of Telecom and Mass Communications. It was still supposed that expenses of the federal budget on payment of Internet access and departmental data links will make 24,28 billion rubles in 2015-2017, follows from materials of the Ministry of Telecom and Mass Communications which "Sheets" examined. But thanks to transition of departments to ESPD the state will save on payment of Internet access in 2015-2017 to 10% (in comparison with the basic cost of these services in 2014), authors of the draft of the resolution assure. If so, in three years "Rostelecom" can earn about 21,85 billion rubles on Internet access for departments.
In 2013 the public sector in general brought to "Rostelecom" of 45,6 billion rubles – 14% of all revenue.
The employee of the Ministry of Telecom and Mass Communications confirmed that the ministry prepared the draft of such resolution, but it is yet final version. It is not sent to the government yet, the ministry coordinates it with profile departments. The Ministry of Economic Development received the draft document, the representative Elena Lashkina tells it. Approach – creation of ESPD is discussed long ago and deserves attention, it continues, but there are many questions on the mechanism of implementation of the project. The governmental commission on IT will discuss it and to its meeting of the Ministry of Economic Development will create a final position, Lashkina promises.
Still this ministry chose providers at open auctions which carried out, as a rule, in the IV quarter, annually playing two state contracts for unlimited Internet access (one contract consisted with the main supplier of service, the second – with reserve). In the Ministry of Regional Development heard that such idea is discussed, but instructions did not arrive yet, the representative of the ministry speaks. According to him, now the Ministry of Regional Development uses company services "Globe telecom", "daughters" of "Rostelecom". The Federal Highway Agency supports idea of standardization of a communication quality with use of uniform channels and qualities as it eventually has to promote depreciation of services and improvement of quality of communication, the representative (now Rosavtodor and its subordinated establishments use services of different operators) tells it. The representative of the Ministry of Finance did not respond to the request of "Sheets".
The uniform network of data transmission carries out in addition also functions of safe exchange of information between bodies of the state power, and also the centralized monitoring, the representative of "Rostelecom" notices. Does not expect the essential growth of the income thanks to this project "Rostelecom" – it earlier, and will work now under the terms of the contract of the electronic government.
Employees of two operators – competitors of "Rostelecom" are afraid that transfer of all departments on a uniform network is fraught with technical problems. Each department has specific needs for services of Internet access and to resolve issues in the general order very difficult, they consider. Besides, they do not like attempt to appoint uniform provider bypassing competition. Tender procedures, as a rule, allow to achieve discounts up to 20-30% in size, interlocutors of "Sheets" remind. Such impression that in anticipation of privatization of "Rostelecom" the state intentionally pumps up the company large-scale contracts, notices one of them. Benefit from transition to a uniform network is not obvious yet, the employee of one of federal departments recognizes. But the Federal Antimonopoly Service will have no claims to "Rostelecom" if its participation in the project is approved in official documents, the representative of this department speaks.
"MegaFon" for that the competitive procedures established by the law were observed the head on communications with legislative and executive power Dmitry Petrov tells it. The conclusion of these or those services from under action of the law on government purchases cannot do well to the market, he is sure. What part of revenue "MegaFon" earns on state customers, the representative of the company does not specify.
Representatives of MTS and "Vympelcom" do not define the position to idea to appoint "Rostelecom" the operator ESPD. Dmitry Solodovnikov from MTS only reminds that his company has a wide experience of service of corporate clients, she is in the lead many years in the market of communication services for corporations and a public sector and owns fiber-optical lines about 150 000 km long. "Vympelcom" too takes "sure positions" in service of a public sector, the press secretary Anna Aybasheva tells it: in the I quarter 2014 at the company was 15% more than the won state tenders, than in the previous year, and their total amount exceeded an indicator of year prescription for 17%.
It is more than data for the same money
In 2014 the Ministry of Telecom and Mass Communications, the Federal Migration Service, Federal Bailiff Service, Federal Registration Service and Committee of inquiry started the pilot project on transition to a uniform communication network, is told in materials of the Ministry of Telecom and Mass Communications. As a result the capacity of the main channels increased by 35%, and expenses remained former.
