Roskosmos wants to improve positioning accuracy in GLONASS system from present 2,8 m to 10 cm. The corresponding tender for 2,9 billion rubles is published on the site of government purchases. The winner of the tender will be obliged to finish the project till November 25, 2020. It is possible to submit applications for participation in it till June 24, 2014, and summing up will take place on June 26.

Now positioning accuracy to 2,8 m demands visibility not less than 7-8 satellites at the same time, such accuracy is achievable rather for two-system GLONASS / GPS receivers, the executive director of the Omnicomm company Alexander Selivanov considers. In his opinion, improvement of positioning to 10 cm will demand both constructions of stations of differential correction, and replacement of the most part of satellite group by the devices "Glonass-K".

Such systems are already created in the territory of Europe, the USA, Japan and other countries; the project provides development of a shirokozonny differential subsystem in all territory of Russia, the chief analyst of NP "GLONASS" Andrey Ionin explains. According to him, work is performed within the federal target program of development of "GLONASS" for 2012-2020, the greatest expenses are provided in it for 2015 when, probably, the main investments into land infrastructure are assumed.

The organizations which are engaged in research works on "GLONASS" will want to take part in the tender, probably, – for example, Federal State Unitary Enterprise Zashchitainfotrans, Selivanov considers. The enterprises entering into structure of Roskosmos, – JSC ISS Reshetneva and JSC RKS will be interested in the tender, the general director navigation "Speystim of holding" Alexey Smyatskikh is sure. The representative of Roskosmos did not respond to the request of "Sheets".

Modernized "GLONASS" will be intended first of all for civil consumers, Selivanov is sure. Such accuracy will be demanded in geodesy, in construction and monitoring of a condition of real estate objects. Still in this market the GLONASS system took the weakest positions, it estimates.

Analog of commercial application of such service in the West is the Omnistar system, tells Smyatsky. According to him, in this system service is provided on a commercial subscription, cost varies from the demanded accuracy of a fixing and terms of using service.

Modernization of "GLONASS" happens for budgetary funds therefore to estimate a business model of rendering services difficult, speaks Smyatsky. It assumes that the project can pay off at creation of the uniform operator. And Selivanov does not exclude adoption of any statutory act obliging to perform all geodetic works, for example, including a marking of sites and buildings, by means of "GLONASS" that at once will create excessive demand for the equipment and services. Thus release of the reception equipment possessing necessary accuracy and its active introduction will be required, it notices.
