The radio-frequency service at Roskomnadzor received additional powers


The radio-frequency service at Roskomnadzor received additional powers, including powers in the field of control and supervision of RES, establishment of the sizes of a payment for use of a radio-frequency range, the state supervision and control of observance of the legislation on child protection from information doing harm to their health and (or) development.

Dmitry Medvedev signed the Resolution on investment of radio-frequency service at Roskomnadzor with additional powers in the field of control and supervision of radio-electronic means, establishment of the sizes of a payment for use of a radio-frequency range, the state supervision and control of observance of the legislation on child protection from information doing harm to their health and (or) development, other powers.

The draft of the resolution "About Radio-frequency Service" at Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (further – Roskomnadzor) is brought the Ministry of Telecom and Mass Communications of the Russian Federation.

The federal law of April 2, 2014 No. 60-FZ "About modification of the Federal law "About communication" and the Federal law "About navigation activity" to article 22 of the Federal law "About communication" added article 22.1. "Radio-frequency service".

In the specified article the radio-frequency service is determined as specially authorized service by ensuring regulation of use of radio frequencies and radio-electronic means at federal executive authority in the field of communication. The service carries out organizational and technical measures for ensuring appropriate use of radio frequencies or radio-frequency channels and the appropriate radio-electronic means or high-frequency devices of civil appointment in pursuance of decisions of the State Commission on Radio Frequencies. Also the service realizes other powers provided by the Federal law "About communication", other federal laws and the Provision on radio-frequency service (it is approved as the government resolution of May 3, 2005 No. 279).

The signed resolution the radio-frequency service is allocated with additional powers in the field of control and supervision of radio-electronic means, establishment of the sizes of a payment for use of a radio-frequency range, the state supervision and control of observance of the legislation of the Russian Federation on child protection from information doing harm to their health and (or) development, the powers connected with monitoring of activity of mass media and mass communications, other powers following from the Federal law "About communication", other federal laws and normative legal acts of the Government of the Russian Federation.

The made decisions are directed on increase of efficiency of activity of Roskomnadzor and radio-frequency service, improvement of a procedure of actions for suppression of distribution in Russia to information forbidden or distributed with violation of the legislation.

The made decisions will not entail additional expenses of the federal budget.
