Roskomnadzor fixes growth of number of debtors among users of a radio-frequency range


Roskomnadzor fixes growth of number of debtors among users of a radio-frequency range. So, since the beginning of 2014 in the Volga region federal district the local office of the regulator counted debt for use of a radio-frequency range for the total amount more than 5 million rubles. For comparison – almost for all last year the total amount of debts for this services made slightly more than one million rubles in the Volga region.

Since January, 2014 Federal State Unitary Enterprise RChTs PFO directed to users of a radio-frequency range information on the 514th statements of claim prepared for the direction in courts on collecting debt for use of a radio-frequency range on total amount more than 5 million rubles.

Besides it is already sent to arbitration courts and courts of law of 453 statements of claim for the total amount of 4,9 million rubles. As note in department, on 146 cases decisions on satisfaction of claim requirements of total amount of 718 044 rubles are already made. Is among debtors and "come round". On 116 cases courts took out definitions about determination of proceedings, in connection with payment of debt in full. Such debts it was paid for the total amount of 313 068 rubles. In a voluntary order 321 users of a radio-frequency range extinguished debt for the total amount of 3 579 893 rubles.

In attempts to receive money Roskomnadzor works with method of "carrot and stick". For example, the regulator constantly reminds defaulters that in case of repayment of debt statements of claim will be withdrawn that will exempt debtors from need of compensation of court costs. Sometimes the regulator "does not maintain" also publishes "black lists" of operators which do not make the corresponding payments. Get there not only the small companies. For example, in 2012 in such lists both "the big three", and "Skartel" (with 17 million rubles of a debt) and, for example, RTRS appeared (with 14 million rubles of a debt).

And following the results of last year because of not introduction of a payment for use of a radio-frequency range Roskomnadzor deprived of allowing documents of 400 users, these are about 3,3% of their total (12,1 thousand). However in parallel with it the federal budget received 17,8 billion rubles due to such receipts.

Expected level of collecting payments was exceeded for 13%, generally due to receipt of payments for use of frequencies at introduction of the LTE networks.
