In Russia the law which changed an order of payments without opening of the account, i.e. anonymous came into force


Some payment systems and banks were not ready to the law which forbade part of anonymous payments and cancelled operations with electronic payments.

On May 16 in Russia the law which changed an order of payments without opening of the account, i.e. anonymous came into force. The law limits payments to electronic money, cash via terminals and even payments in offices of banks when, for example, the client uses the payment order and pays not from the account, and through the operator.

According to new norms anonymous users have no right to transfer each other money, to make payments in favor of the nonresident companies (for example, foreign online stores or Skype), and also non-profit organizations. Payments in the Russian online stores and fees of the Russian companies, and also replenishment of electronic purses the law does not concern.

Now the owner of an anonymous electronic purse can store in it no more than 15 000 rub and spend no more than 40 000 rub a month. If it identifies itself(himself), under the new law these limits will grow to 60 000 rub and 200 000 rub respectively. The user is considered identified if in real time provides three requisites: number of the mobile phone, passport data and – on a choice – individual number of the taxpayer, insurance number of individual personal account or number of the policy of obligatory medical insurance.

While, however, such simplified identification is impossible, the representative of Tinkoff Credit Systems bank (TKS) claims. It is offered to operators of electronic money to provide the simplified identification only since November 1 therefore TKS cannot offer it to users yet – the relevant government institutions (Federal Migration Service, Federal Tax Service, Fund of obligatory medical insurance and Pension Fund of the Russian Federation) are not ready to such identification – they cannot verify yet data which are provided by the user, the representative of bank explains.

The new law came into force in 11 days after it was approved by the president Vladimir Putin. Because of it many payment systems and banks simply did not manage to understand that to what: everyone understood new rules in own way, the representative "tells Yandex. Money" Nadezhda Kiyatkina. On May 16 "Yandex. Money" received from some partners of the notice that since May 16 they will not register payments electronic money at all.

"Russian Standard" forbade not identified users to fill up electronic purses via payment terminals "for execution of the requirements of the legislation which came into force", the representative tells it.

The Moscow credit bank reported that from May 15 to May 16, 2014 all his clients could have difficulties at replenishment of electronic purses. Now such problem is not present, and the Moscow credit bank develops a technical solution which will conform completely to new requirements.

At the disposal of "Sheets" there is a letter of payment system "Slow motion online", notifying partners that acceptance of payments through this service and terminals of self-service will be technologically forbidden.

The Robokassa service disconnected on May 16 electronic payments to non-profit organizations, follows from his letter. The similar letter was dispatched to partners by service of electronic payments of RuRu: the operator of railway communication with the Aeroexpress airports was disconnected from reception of money, in particular. However, on May 16 the representative of RuRu reported to "Sheets" that the company already found the solution which will allow it to continue to render the majority of services. Though, according to him, the law which came into force has some contradictions and ambiguities which demand an explanation.
