The Minister of Telecom and Mass Communications of the Russian Federation Nikolay Nikiforov visited the Kirov region, held the meeting with the acting as the governor of the region Nikita Belykh devoted to a solution of the problem of a digital inequality in the region, took part in opening of the First Forum of students on training of computer literacy "Volunteers of information society", visited the leading higher education institutions of area, and also held working meeting on questions of realization of basic provisions of the Concept of regional informatization of the Kirov region.

The minister reported that in the middle of May the contract on rendering universal communication services which is urged to solve a problem of a digital inequality for most of inhabitants of the Russian Federation was signed. "We plan to use special computer model which will allow to calculate optimum routes for laying of fiber-optical communication lines within the contract with "Rostelecom", – the head of the Ministry of Telecom and Mass Communications of the Russian Federation told. – Many communication lines will be constructed along power lines, the greatest part of construction which will pass through large settlements up to villages and the small cities with the population to 250-500 inhabitants, will be complete in the next three-four years".

The minister noted that the tripartite agreement with each region with the assistance of "Rostelecom" and the Ministry of Telecom and Mass Communications of the Russian Federation who will allow to realize as fast as possible the construction plan of communication channels will be signed and to remove all possible administrative barriers on the way of implementation of the contract.

"It is planned to lay about 200 thousand km of an optical fiber, it becomes the largest infrastructure building in the history of modern Russia", – Nikolay Nikiforov emphasized.

The acting as the head of the region Nikita Belykh told that at expansion of a modern communication network in the region it should be taken into account feature of the Kirov region where there is a significant amount of the sparsely populated cities and villages. In the field of only 231 settlements gets under action of the law on reform of universal communication services. Let's remind that the large-scale program of construction of an optical fiber for all country passes within reform of Fund of universal communication services in which communications operators deduct 1,2% of the revenue. Nikolay Nikiforov noted that the volume of fund is planned to keep, and a set of the services provided to the population – to expand. Thus the logistics of construction assumes passing by a network of the large cities on the way to the small.

Discussion of prospects of formation of information society in the region became the second important subject of visit. Participants of a meeting positively estimated experience of the Kirov region which organized training of the senior generation in use of computers, the Internet and resources on rendering the state and municipal services in electronic form. The participants of the forum "Cool Age" and volunteers promoting training were awarded awards and prizes which were awarded by Nikolay Nikiforov and Nikita Belykh.

During working meeting on questions of development of regional informatization the head of the Ministry of Telecom and Mass Communications of the Russian Federation Nikolay Nikiforov told about actual tendencies of development of the state support of information technologies to branch.

Nikolay Nikiforov told that with the president Vladimir Putin questions of prioritization of an expenditure of budgetary funds for products of branch of information technologies, including for the companies were already discussed with the state participation. "We plan it to issue the relevant documents, regulations in the nearest future", – the head of the Ministry of Telecom and Mass Communications of the Russian Federation emphasized.

Nikolay Nikiforov noted that in recent years the Russian software developers often were in unequal conditions, in serious marketing, competitive and lobbist fight against the large multinational companies. Thus, according to the minister, the Russian developers managed to provide a serious reserve, having created branch which last year exported from Russia of IT services and IT products more than for 5 billion dollars. "The block connected with development of microelectronics will demand from the state of much more complex work", – the head of the Ministry of Telecom and Mass Communications of the Russian Federation told.

At a meeting with students of Vyatka state university Nikolay Nikiforov studied the advanced projects of students in the field of information technologies and communication.
