Soon in Russia there can be a new public position of the Internet ombudsman. The relevant proposal is now considered in Presidential Administration and the government. It is supposed that to the place of the representative for this sphere the candidate of the authoritative person who could find a common language with Internet branch and state agencies can approach. As the defender of the rights of participants of Internet community negotiation with Internet platforms and the officials who are responsible for this sphere, and also a coaching of branch will enter. Told "News" a source in the government about it.

– In our country there are no negotiators. Those independent people who could smooth the conflicts between two parties. Therefore the position of the Internet ombudsman will be more peregovorshchitsky, – the interlocutor of the edition added.

According to him, need of the arbitrator was shown by the last conflicts connected with the Internet.

– It and blocking of social networks and sites, and problems of piracy content, distribution to Networks of materials of extremist sense, attempt to regulate branch and to establish control of users and many other things.

Today two mechanisms of election of the Internet ombudsman are considered: or it will be the president's choice by an example with ombudsmen on human rights Ella Pamfilova, by the rights of businessmen Boris Titov, by the rights of children Pavel Astakhov, or the representative for the Internet will be chosen by the public commission from specialists of Internet branch.

Almost unanimously supported introduction of such position and in the profile State Duma Committee on information policy. The first deputy chairman of committee Vadim Dengin (LDPR) considers that emergence of a similar position will significantly facilitate a situation in interaction between Internet branch, the IT market, foreign programmers and the Russian authorities.

– To such position the person, undoubtedly, concerning the branch, and also bureaucracy, the person who is able to agree has to be chosen. If such position is entered, it will significantly facilitate understanding of the market, – he noted.

The colleague Dengina from committee on information policy Leonid Levin also believes that to a position of the Internet ombudsman it is necessary to pick up "the person respected in branch".

– It has to well and understand deeply a subject, be able to interact not only with most of players and representatives of the main resources, but also with public organizations. Here it is important that all organizations perceived the Internet ombudsman as person with unconditional authority, but thus it has to be out of policy and it should defend interests of branch, without being engaged in political lobbyism, – Levin noted. – He has to estimate bills not regarding that, they will strangle a freedom of speech or not, and from the point of view of legal, legal amendments and technical nuances. If we as legislators introduce the law and are not right in technical details, it has to explain to us how to correct that it was really realized in practice with maximum efficiency. If we in something are not right, it could on behalf of branch talk to us and we together could reach compromise.

In Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (Roskomnadzor) refused comments.

Supported idea of creation of the Internet ombudsman and in the youth organizations. The Mediagvardiya project coordinator Ilya Podsevatkin noted need of a right choice of the candidate for this position.

– The idea of creation of a similar position is certainly important. The main thing that there were no excesses neither in one, nor in other party. The Internet ombudsman has to be independent. It is obvious that commercial structures will try to win him over, the state will be interested in that the ombudsman executed his decisions. It is important that to his opinion all parties listened, – he declared.

The member of the Presidential Council on human rights, the president of Association of Internet publishers Ivan Zasursky declared that appearance of the person who will be able to carry on constructive dialogue with two parties, will positively affect development of the Russian segment of the Internet.

– It is good idea. The main thing here about what can agree both with the Internet, and with officials of people on this position. If he is able to explain both that and another in what they are not right, to help them to find a common language, it is remarkable idea, – he speaks.

The blogger and the member of Civic chamber Anton Korobkov-Zemlyansky also considers correct idea of emergence of a similar position.

– If to speak about protection of the rights of Internet users, there is a lot of problems. The sphere new, the traditional relations it is not developed yet. One users want that the state steered clear and would not regulate this sphere. Others have an opinion that the state, on the contrary, has to regulate the Internet and protect the rights of citizens, limit certain illegal content. There are conflicts, – he speaks. – Appearance of the expert who understands this question, has a certain authority and can in any quiet mode, without traditional the Internet - "trolling" or shout to agree, discuss and express opinion to the industry, superfluous will not be.
