Decided not to make the Ministry of Telecom and Mass Communications responsible for the illegal content which is posted online, a hosting providers, however they will have to be responsible for its untimely removal. Department continues to perfect the "anti-piracy" legislation.

The working group at the Ministry of Telecom and Mass Communications concerning regulation of the Internet held a meeting at which amendments to the "anti-piracy" law were discussed. The commission is engaged in completion of bills on extension of the anti-piracy law on books, music and other content. She intends to prepare the offers until the end of a month then they will be considered by lawyers and will provide to the working group a final version for an expert assessment.

In particular, the question of the one who bears responsibility for distribution of "piracy" content to Networks was brought up. Let's remind that before Ministry of culture suggested to enter penalties for a hosting providers, not blocking disputable content. The commission decided that communications operators and a hosting providers should not bear responsibility for distribution on the Internet of illegal content, but it should answer in case of refusal from blocking of "piracy" content by a court decision.

The Ministry of Telecom and Mass Communications also supported the offer of the working group to increase term for removal of illegal content for owners of the sites after obtaining requirements of owners – from 24 to 36 o'clock. Before Ministry of culture suggested to take away on blocking only 24 hours whereas representatives of branch claimed that it is obviously not enough this time.

At a meeting criteria for definition of unfair resources in the Network were considered. Offers to consider as the "piracy" sites on what illegal content prevails, and also those resources which earn on distribution of "piracy" content sounded.

Last year became critical from the point of view of fight against piracy in the Runet. It was noted on Tuesday by the head of the Ministry of Telecom and Mass Communications Nikolay Nikiforov on enlarged meeting of board of department. He considers that it is necessary to reduce number of consumers of legal content on the Internet to 30 million people by 2018.

Let's remind that the anti-piracy law which came into force on the first of August, 2013 allows to block the sites with illegal video content according to the statement of owners. Decisions on acceptance of interim measures are made by Moscow City Court, then they go to Roskomnadzor. It is now supposed to expand action of the law on musical content, books and software.
