Mobile network operators can oblige to improve a communication quality in the Moscow region. As the member of the committee concerning transport infrastructure, communication and informatization of Moscow regional Duma Kirill Zhigarev told "News", the commission prepares the appeal to the Ministry of Communications of Moscow area to stimulate the mobile companies with a request to raise a communication quality in the region. According to the parliamentarian if not to begin work in this direction, in the summer in area there will come communication collapse.

– In area complain of a communication quality very many, – Zhigarev declared. – I the other day returned from business trip from Smolensk, and from two hours of the way which passed across the territory of the Moscow region, communication was only 20 minutes. It occurs because each tower has pools (a service zone) allowing to provide communication for a certain number of people. And the Moscow region – the seasonal subject, and in a warm season the population can increase five times at the expense of the Muscovites moving to dachas. It turns out that the available towers do not cope with sharply increasing loading, it is necessary to resolve this issue at the level of the government. Our commission, in turn, can develop measures which would allow to stimulate operators on the fastest improvement of communication.

According to the deputy, it is possible to solve a problem, having signed the new contract with mobile network operators – that those counted and established additional quantity of towers which would allow to provide the good level of communication for all inhabitants of area taking into account a seasonal factor. In turn, the government could is accelerated to coordinate places under new towers, and also to give help in their service.

In the press service of the MTS company noted that before a summer season the network will be most recustomized under the increased loading.

– In a year we established some thousands of new base stations in the Moscow region for development of a voice communication and the mobile Internet, – told in the press service. – Traditionally MTS before a summer season expands communication channels in Moscow area and adjusts a network for suburban migrations of subscribers, special attention paying to settlements, highways and transits of local trains.

In the "Megafon" company declared that in this season some hundreds of new base stations that will allow to improve a communication quality will be established.

– The most part of new tower positions in area in May passed from a stage of design and exploration work into a stage of building and installation of the new equipment, – explained in the press service. – Now we started expansion of capacity on base stations where we see loading during country holidays. Improvement of communication will concern also all road highways in the West, the South, the North and the East.

In the Beeline company noted that since the beginning of this year the volume of transfer of package data in Moscow area grew more than by 1,5 times and was made even to a traffic of Moscow.

– Improvement of a communication quality in the Moscow region in the company last year was allocated in the separate project, – declared in the company. – In a warm season we traditionally observe migration of a traffic from Moscow in area. With growth of number of smartphones and tablets at our subscribers the increasing value is got by high-speed mobile Internet access. Meeting on demand and the requirements of clients, to this summer season we increased a covering and speed of the mobile Internet and we plan the further growth of speeds after start in Moscow area of the LTE network.

The general director of the research company TelecomDaily Denis Kuskov noted that mobile operators are interested in improvement of a communication quality and loyalty of clients, and often long coordination in state agencies slow down input of new base stations.

– In the Moscow region really there are problems with communication, especially between settlements, – the expert explained. – Suffers both the voice communication, and the mobile Internet, which speed can not exceed 200-300 kbps that corresponds to technology 2G, instead of 3G or 4G as operators promise. For improvement of a communication quality it is expedient to carry out "optics" (high-speed communication lines) to all base stations, it will make a signal steadier, such, as on a home telephone number. By the way, in the Leningrad region "optics" is brought almost to all base stations, in Moscow area – only to some. The government, in turn, could stimulate installation of new stations, having facilitated coordination procedure which can last for months. Often operators happen are compelled to connect a base station informally, even before obtaining documents not to ruin the plan of work on a territory covering a network.
