The Central Bank suggested the government to change the law on national
payment system: to
lower a security contribution for the international payment systems by
10 times, the deputy chairman of the Central Bank Tatyana Chugunova told. The
size of a contribution seemed to the regulator strongly overestimated, she
explained, but the government did not support such reduction.
At the end of April the State Duma adopted amendments to the bill of
national payment system which
oblige the payment systems which are not national significant (i.e. with the
Russian owners and partially Russian software) to deposit with the Central Bank
quarterly 25% of an average turn a day. It, according to the legislator, pledge
of continuous work of systems. In case of stay of work is planned to take from them a penalty to 10%
of a contribution for each day of idle time. According to Chugunova, such
contribution for payment systems will make 200-300 mln. dollars quarterly.
After that the general director of Visa Charlie Sharf declared Bloomberg
that requirements of the Russian side are beyond that the company was ready to
make.
"As far as I know, they did not want to pay any sum, neither big,
nor small. They reasoned it that anywhere in the world there is no similar
practice", – Chugunova shares (the quote on "Prime"). According
to her, the Duma considers version of amendments where decrease in a
contribution is provided. Follows from them that will define it the government in coordination with the Central Bank. "It will be a
certain resolution or the order of
the government", – Chugunova promises.
The contribution will be reduced; after will adopt amendments, it will
be clear as far as, the federal official speaks. The representative of Visa
refused comments, as well as the representative of MasterCard.
Chugunova hopes that Visa and MasterCard will not begin to curtail the
Russian business: "I think, what they do not want to leave, they have here
a normal business, we have an attractive market – what businessman will want to
leave?"
Both systems try to adapt to new rules: held meetings with the Russian
systems and the companies to understand, whether it is possible to integrate
them into the system of processing of payments technologically.
The operator of national payment system is created under the auspices of
the Central Bank. The expert from
area of payment cards, but not from the banking sector will direct it, Chugunova reported: in total their
three, she did not begin to tell their names.
