Federal state unitary enterprises of the Ministry of Telecom and Mass Communications of the Russian Federation will increase transparency of purchases
The federal state unitary enterprises subordinated to the Ministry of Telecom and Mass Communications of the Russian Federation introduce new regulations of the purchasing activity


The Ministry of Telecom and Mass Communications of the Russian Federation reports that the federal state unitary enterprises (FSUE) subordinated to it introduce new regulations of the purchasing activity.

This situation came into force since May 1, 2014 at all enterprises, except for Federal State Unitary Enterprise STC Atlas and Federal State Unitary Enterprise Russian Post which will start working by it since June 1 and on July 1, respectively.

In the new provision on purchases by which federal state unitary enterprises will be guided, such key norms, as are reflected:

open auction in an electronic form – the main way of purchase of goods, works, services;
requirements to formation of an initial and ceiling price of the contract and the obligation for publication of justification and calculations of an initial and ceiling price of the contract together with documentation on purchase on the Internet on the official site of zakupki.gov.ru;
opportunity to the participant of purchase to address with the complaint to actions or inaction of the customer to the special commission of the Ministry of Telecom and Mass Communications of the Russian Federation;
restriction on unilateral cancellation of the contract;
duty of carrying out purchases among subjects of small and average business.


Introduction of new situation has to not only lead to decrease in costs and give equal opportunities for participation in them to businessmen, but also increase quality of the bought production.

"Usually nobody believes that it is possible to achieve purchases of qualitative production in the competitive environment. We on own example want to show that it is possible", – the deputy minister of communication and mass communications of the Russian Federation Mikhail Evrayev noted.
